  ELPIDIO QUIRINO Early Life: Elpidio Quirino was born on November 16, 1890, in Vigan, Ilocos Sur, Philippines, into a well-established family. He was the son of Mariano Quirino, a civil servant, and Gregoria Rivera, a teacher. Raised in an environment that valued education, Quirino was a bright student and excelled academically. He attended the Vigan Elementary School and later the University of the Philippines College of Law, where he earned his law degree in 1915. Quirino passed the bar exam shortly after, launching his legal career.
